  Is it a peak in Lhasa tourism around Christmas?

  I was thinking about traveling this christmas to Lhasa and here are my questions.
  1. Can you still access most if not all of the tourist destinations around that time?
  2. Is there a peak in tourism around this time?
  3. Do you still need a travel permit from a travel agency...or can I get a special permit to travel on my own?

• Since it is already in winter when Xmas come, some of the attractions will not be accessible due to the heavy snow. This time is not the peak of tourists. Travelers all need to get a travel permit as a member of a tour group, single traveling is not acceptable in Tibet.
