just write a letter to the visa section of Chinese Embassy in Belarus. you can post the letter to your friend as the supportive document for the visa application.
in the letter, you need to state the relation between you and the applicant; the reason of the visit; the visit time and staying period; and how the applicant will cover the expense (will you support him or her financially or not).

i want to invite my nice from belarus. i am not a american citizen. i have a permanent resident for the lats 14 years. my question what paper work do i need to invite mu guest.i need to know exactly what paper to send to her.

Besides the invitation letter, you also need to send her copies of your pasport & Chinese residence permit.
