  Visa refused after disease?

  Hello my Girlfriend Visa was refused after the health check for Z-Visa (in China) found a disease which China does not allow entry. After she went home for consult Doctors and medication, she would come back to China with here existing 6 month tourist visa, she was send back home on the same day and her visa was cancelled.
  Now after 5 month medication, new passport and certification that the disease Virus is healed, china consulate refuse to issue tourist or any other Visa without telling any reason, only a stamp shows in her passport.
  Is there anything we can do, to bring her back here to China?

• since her passport has been marked, it is not possible for her to get the visa.
  the last way is to apply a new passport and try to apply the visa in other country.
