Question about China Embassy in Philippines

  Is there translator in Chinese embassy in Cebu?

  I have a nephew that currently studying in China, actually he was 75% chinese. We want to transfer him here in the Phils. but the DECS won't accept his transcript of records because it was all in Chinese. DECS request us to have it translate all in English, but by a chinese translator from the Chinese embassy. All tranalation must be signed and authenticate by the chinese consul. We would like to know f there is a translator in Chinese embassy here in Cebu or do we have to go to Manila to have translated. Thank you....
