how can i get hongkong visa free to work and study over there?

Question about Hong Kong Visa

Pakistani passport holders need to pay for a HK visa even for a transit at Hk airport, let alone a study or a work visa.
At the same time, you can't work while study in Hk.

SIR as you know that i have ecnomicale problems if Hong Kong govt provide me free work visa so i will be very thankfull to them after stabalizing myself i will afford my own educational expensess waiting for a reply

If you have financial problems, I don't think you will be granted with any visa to Hk.

this is just an introduction page to Hong Kong visa, i think you need to contact the Hong Kong immigration department or HK government for further answers about visa application.
kind remind, you can not work while you are holding a study visa in Hong Kong.
