Question about China Embassy in Philippines

What has to be done to allow my girlfriend to obtain a new tourist visa?
I am an American living and working here in China. I have a residents permit. My girl friend of over 2 years is from the Philippines. She was living here with me on tourist visas for 1.5 years. She never overstayed or done anything wrong in China.
She has been denied 3 times already (March-Denied, May-Denied, July-Denied) for a new tourist visa. She has always had all of the proper documents including an invitation letter from me. She is never given a reason for any of the denials.
What has to be done to allow her to obtain a new tourist visa?
She will finalize her annulment from her previous marriage this month. We will get married ASAP. Still we both have a fear that she will be denied obtaining a visa as a family member.
Is there anyone that I can contact for assistance? We have tried reliable visa agents and they have been unsuccessful. The last agent speculated that her name is on a list of people to deny visa's for. Like I said she always obeyed the laws of china and never overstayed on any of the tourist visa's.
Seeking desperately some type of help or an answer to explain all of the troubles we are experiencing obtaining a visa.

since her application has beed denied for many times, it is really difficult for other people to help you. i think you'd better try to consult the embassy for the reasons why they denied your girlfriend.Answered by Lily | Jul. 14, 2010 20:07 - Thanks for the response.
I have been calling the Chinese Embassy in Manila - no luck talking to anyone, I think they do not pick up any calls.
I have written the embassy countless emails and have never gotten a response.
I have expressed mailed letters to the embassy and I have never gotten a response.
I will go to Manila next month. I hope there is a way that I can speak to someone there about this problem.
