  Can I purchase a Seniors Chang'an Tong Transportation Card at Xian North Railway Station?

• no, you can't.
  only the local senior citizen can purchase the Senior Chang'an Tong Transportation Card.

• yes, the website is right, both visitors and citizens can purchase the card, however, only local senior citizens can apply the senior card, as a local residence document (HuKou) is required to apply the senior card which enjoys.
  So, you can buy a normal transportation card, but not the senior card.
