Question about Visa Refusal

China visa denied, because i had plans to go to Lhasa.
I recently went to the China consulate and they denied my visa and wrote the following in my application:
"Since you wish to enter Lhasa, you need to apply for a permit from the Tibet tourism bureau and then apply for Chinese visa. "
As far as i know i need to get the Chinese Visa in order to apply for the Lhasa permit,
I have changed my plane tickets to skip Tibet and only stay in mainland China, do you think that could solve the problem?

First of all, if you skip travel to Tibet, you can easily apply for Chinese tourist visa this time. Generally, it is suggested to apply for a tourist visa in the Chinese embassy or consulate without mentioning your plan to Tibet. Because all foreigners have to join a tour to visit Tibet, you can obtain a Tibet Travel Permit through a travel agency in mainland China when you are in China. It is very easy to handle.
However, there is still a problem. The authority regulates that the travel of foreigners to Tibet have been suspended since Feb. 15, 2015. According to the routine, the re-entry may be issued from mid Apr. Let's wait and see!
