Can I apply China Visa in Osaka, I am holding a USA passport with tourist visa in Japan

I am in Japan for travel (tourist visa), and I wish to apply for China Visa in Chinese Consulate Office in Osaka, Japan.

i) I hold USA passport with tourist visa in Japan. Can I apply visa in Osaka?
ii) How many days and charges for EXPRESS service and also REGULAR service?
iii) Can I collect the visa by hand at Osaka Consulate Office?
iv) Beside flight ticket, hotel itinerary, passport photo, what else that I need to submit?

1. Yes, you can apply for a China visa in the Chinese consulate in Osaka.
2. Extra US$ 20 will be charged for second or third working day releasing. For rush service, additional fees of US$30 will be charged for the same working day releasing. And of course you can collect your visa at sight and processing time is usually 4 workdays.
3. Apart from these documents, you need to present a valid proof of your legal stay in Japan.
