  What if I declare at Custom that I am carrying more than 20,000RMBor over 5,000USD into China?

• If the exceeding amount is not much, the customs will allow you to enter the country if you declare that. Then you need to go through the red channel at the immigration. They won't tax you. Don't worry! But if you take more according to the regulation and don't declare, they may confiscate the extra or tax you.
