Is it possible to obtain a Z visa (with an invitation to work) while in China already on an L visa?

Question about China Z Visa (Work Visa)

I think only an invitation to work is nou enough to apply for China work visa, you need Working Permits, such as: Working Permit issued to foreign experts by The State Administration of Foreign Experts Affairs, Alien Employment License of the People's Republic of China issued by Ministry of Labor and Social Security. Meanwhile, you have to go back to your home country to apply for the work visa, it is impossible to apply for a China work visa in China.
