  Can a Yugoslavia passport holder apply Chinese visa in Munich's China Embassy?

  Hi, I have a friend who is holding Yugoslavia passport but is living in Munich right now and want to apply for a tourist visa to go travel with me to Shanghai in April. May I know: 1. Can she apply the visa directly in Munich's China Embassy?
  2. How many days does she need to do the application?
  3. Is there a fast pass system and how much will it cost?
