  Is it possible for a flight from US to China to bring a second cabin baggage?

  Is it possible for a flight from US to China to bring a second cabin baggage (for economy) and just pay for the fees? Lets say that the 2nd baggage is about 70lbs, how much would that range to in fees, assuming the flight was one way and costs 700 usd).
