• The Chinese government at the time wanted their officials to be those most qualified. The exams were used to find the people who had the most aptitude for a position, rather than appointing family of the Emperor or Nobility. The people born into power might not be the best for the job.
  
  This is also known as a meritocracy: selecting officials on merit rather than bribes or bloodline.
