  can i apply a tourist visa for my relative he in china?

  i am planning to invite my son, mother, brother and niece here in xian shaanxi next year,
  i was wondering if i can apply for their visa here in xian. if yes, what are the requirements?
  if not, so they need to apply for the visa in the chinese embassy in the phils. what are the requirements needed?
  i want them to apply in person rather than get an agency to fix it.
