Obtaining D Visa
I am married to a Chinese national we were married in Australia. My wife wants to return to China to fulfill work committments. I am retired. I will be 60 years old on 2012/03/09. We have been given conflicting information about what Visa I can obtain. It is my intention to stay for an extended period of time. We were told I could apply for a D visa (Foreigner seeking permanent residency). We were told to have relatives approach the Public Security Bureau and obtain a "Confirmation Form of Alien Residence Status" The Bureau in Dandong says it does not process such things... and that I should come on a tourist visa and get it extended and extended again and again?
China has recently advised that it recognises that more and more Chinese are marrying foreigners and as such instigated the D visa so spouses of chinese nationals would not have to apply for extensions or leave china and keep returning on toursit visas.
So I am confused one process says for me to apply for a D visa through the Australian Consulate and then go to the Chinese Public Security Bureau within 30 days of my arrival to obtain a 'Residence Permit" Dandong Public Security Bureau have told my relatives they have never had dealings with a D visa and that I should come on a tourist visa and extended it time and time again.
The second tells me to apply for the D visa, accompaning the D visa application should be the necessary passport, marriage certificate letter of invitation etc., but it also asks that I obtain "Confirmation Form of Alien Residence Status" which can be obtained by my relatives through the local Chinese Public Security Bureau. My relatives when enquiring about this at Dandong Public Security were told I was not allowed to apply for a D visa because I lacked the qualifications for such a visa.
To obtain a D visa I must have already been there for a long time and must have done something of significance for the country before I can apply for a D visa.

as your wife is a Chinese national, you can apply a residence permit valid for two years through local Public Security Bureau, and this permit can be extended in China when it expires, so you don't need to get back to Australia to extend it. but before that, you need to apply an L visa so that you can enter China.
