  How to get a birth certification in Australia?

  Hello. One of my friend has just graduated from a university and wants to get a temporary residency visa. To get the visa, she needs to prepare some documents including birth certification. As she said that her parents went to an office in China to get it for her and an officer said that she needs to come back to China to get it herself. Isn't there any way for her to get it in Australia?

• the birth certificate can not be gotten through the Chinese embassy in Australia, and should be obtained in China.
