Visa refusal 5 years ago, how to answer the visa application form

Hello,

My sister has been refused of a Chinese Visa 5 years ago in the Philippines. She wants to try again this year to apply for a visa. In the Application form, there's a question (HAVE YOU EVER BEEN REFUSED OF A VISA?) do we say yes even if it was 5 years ago? does the embassy keep records from years ago? Also, if we do say yes, (3.6 says We should need to give details). The agency that helped my sister with her application years ago did not fully explain why her visa got denied so we don't know the reason for sure. Can someone please help me? Is it better just to answer NO?

Hi, it is best to fill in "Yes", and not informed at the reason blank. We don't know if they keep records for years. But if they do, your sister may be faed with refusal again.
