  Do I need a transit visa in case I want to go out of the airport?

  Hi! I will have an 8-hr stopover from Philippines to Dubai. Do I need a transit visa in case I want to go out of the airport and see the city? Where can I apply for a transit visa? Is it available at the Airport? Thank you.
